Totally devoid of Government interference, and even when they change their rules it invariably comes down to a rubber stamping affair - even for those who receive lots of handouts from the Government. In other words 99% of Royal Chartered Institutions are autonomous - including universities.

There are close to 1,000 Royal Chartered societies and institutions in the UK - and about 5 in NZ. All are totally independent groups - and as I said before, the bureaucrats only become involved when there are proposed major changes to the rules.

Even the charters of the universities or institutions which you love to refer to as "under socialist state control" proclaim their independence. I am not aware -with the possible exception of fundamentalist religious schools- of any university or similar admitting in their charter that they brownnose with the State.
I think we can say that there too, the State is uninvolved as long as "changes to the rules" aren't involved...
