As a practical matter that probably is true. If it was important enough to sack her for then it should have been important enough to check in the first place.
On the other hand, she lied about her credentials. Being in a position of public trust, she is a proven liar who can't be trusted to do her job. It goes to the very essence of her relationship with the taxpayers who pay her salary.
Obviously the other factor at work here is that she was a political appointee. She had the connection to get the affection without inspection. She probably didn't need to lie about her credentials in the first place, since she was going to get the job anyway.
Personally, I like it when pols get caught in a lie, even in distant lands. And lies about education are about the easiest to expose. One email to the registrar and all fables go up in smoke. Who can forget the "expert" who boasted "two RA degrees" that turned out to be an AA from his local JC and a 110-day wonder in humanities?
