Gollum thinks it's clever to sneak around behind the scenes stirring shit. He hates it when people point out the obvious--the ODA and their ilk are little more than a sordid crew of stalking nazi assholes. Like all such they will get their comeuppance eventually.

Gollum calls Johann an "idiot" and a "fool" behind his back. Gollum is like a slinking cur who wags his tail and heels when the master is home, then takes a dump on the carpet when he's alone in the house. Left to his own devices he just can't control his antisocial and misogynistic impulses. But not being able to do anything by himself he needs other overpaid and underworked government leeches to do his dirty work for him.
