According to George Gollin, it was just one person who voted against him 19,606 times.

Green got almost 4,000 votes and spent next to nothing. Gollin spent hundreds of thousands of dollars and got only 5500 more votes than he would have gotten for nothing.

Gollin has demonstrated his skill at burning through money like there was no tomorrow and getting zero useful results. That must be why Gollin figured he belonged in Congress.
