The Woman's Christian Temperance Union? Is he also a member of The Flat Earth Society? Let me take a guess ... he used to be a big fan of the Washington Generals as a kid?
There are a lot of characters who, for some unknown reason, are attracted to DL as an academic interest, hobby or something else. Many of these characters are just otherwise "normal" people with some type of Shakespearean flaw (the bombastic arrogance of Rich Douglas, the underachieving Steve Levicoff, etc.) while others are real anti-social weirdos (Des Elms, Bill Huffman, Chip, Contreras, etc.) and deviates. They are weird but unfortunately all too common; the prison system and mental health institutions house plenty of people with similar profiles.
Janko, though, is another story. I don't think that he is dangerous like some of the others and he may actually be able to get by in his day to day life, but he is undoubtedly one of a kind. On each and every topic he has some very strange position. He doesn't consistently pick the most extreme position on either end of the continuum, that's what extremists reflexively do and isn't uncommon. No, Janko instead crafts a frighteningly well thought out position on specific topics, that, taken in isolation, could be considered somewhat eccentric. It is only when you put them together and try to make sense of the whole does the portrait of a one-of-a-kind individual emerge.
This sets the stage for another issue here at DL Truth. Des Elms has long since dropped from the DL scene and shows no signs of coming back. Perhaps we should let the DL Truth administrator/moderator know our preference for a replacement wing for Elmer in the DL Truth Hall of Shame? It sounds like it's time for a poll.
