As I recall, Pacific Western University changed names to California Marimar University and became DETC and ACICS accredited.

Not really a "diploma mill" if it went on to become an accredited institution, is it?
From Wiki: "The newspaper report stated that McSweeney had obtained his Ph.D. in biotechnology and biochemistry from PWU in 1994 after just 12 months of study."
Oh, so PWU wanted "just" 12 months of study. I truly doubt that any "diploma mill" would provide a year's worth of coursework.
There are plenty of RA colleges where you can earn a degree in a year or less. Excelsior College (RA) only wants three hours of coursework before handing out its degrees...
