Surely you jest. That would require actual research, which in turn would require some minimum competence in doing research. Unless he's got at least 15 buddies on board Gollin isn't up to it.
It's much easier for incompetents like Gollin to just issue proclamations. It cuts out all those tedious concepts like "facts" and "truth." Sure, you get sued a lot, but your taxpayer financed employer pays for it, so who cares.

Legal and licensed in California when issued, legal in Illinois. Sounds like CHEA director Gollin is accusing Okosun of some sort of criminal conduct, without any basis in law or fact.
Somebody ought to put Okosun in touch with Dr. Jerroll Dolphin's lawyers. I bet they would have some suggestions for Okosun on how to deal with CHEA and its sleazy agents.
