The difference would be that the US government is not actively engaged in diplomatic or political interaction between the hillbillies and the yankees.
For the guy to call this an "off the cuff" remark is an obvious lie. He was more concerned with making a joke (or repeating an old joke) so his little talk would go over than he was with doing his job. He doesn't get who he is or why what he says is important.
It's one thing when Henny Youngman tells it on the borscht belt, it's another when a guy who is supposed to be keeping people from nuking each other (or us) tells it.
It's not about ethnic slurs, it's about workplace incompetence. The guy is obviously not well equipped to do his job and he ought to go find another line of work before he does some real damage. But then, that would apply to our Dear Leader as well.
