I'm pretty sure there currently are lawyers in diverse parts of the country mulling that very point. In addition to the obviously obsessive conduct you mentioned, there's apparently some other (overt, illegal, stalking-related) conduct by Gollum that makes the conspirators more than just a kaffeeklatsch of sinister assholes. Because Gollum's employer stupidly capitulated on the "public service" issue and defends him as a government-privileged actor, that deep pocket makes a tempting target for some.
