Got anything to show that the Touro top level administrators knew about it? Touro acts like it was unaware of this. maybe, maybe not. A smoking gun would be useful to find.

Same thing with the Southern University problem. A single corrupt person does not a a diploma mill make, or an accreditor bring down.

So, the fact that these otherwise legally accredited universities counterfeited, altered, or plainly created out of nowhere (read the articles) both transcripts and degrees (by the way articles talk about court cases, not weed-induced hallucinations ) by the hundreds or thousands tells you nothing...after all, it is just one, or two, or three, or four...occasionally corrupt high university officials.
It just escapes you that they might actually have "milled" more degrees than many small-time ebay Hullaballoo University in what is good old "print me a degree" situation.
