It might be a phony school though knowing how these so called experts will label any unaccredited school a "Diploma Mill" it's hard to say.
It is hard to say, which is exactly why the pinheads in Congress conflated the thoroughly bogus Columbia State with legit but then unaccredited California Coast in their little circus.
