The fact is that the U of Illness realized he was a threat way back in 2003 and told him to shut up back then:

But then wussified admins like Herman and White backed off. They decided it was better to put the taxpayers of Illinois on the hook for Gollin's reckless conduct than to actually do their job and protect the university.
So now not only are the university and Illinois taxpayers placed at severe financial risk by this administrative incompetence, but since the university obviously knew about Gollin's dangerous, antisocial tendencies (e.g., death threats, stalking, falsely claiming to be a government agent, etc.) and did nothing about it, they stand to be equally culpable for all the damage Gollin causes. They can't say he was doing it on his own time when he was using university computers, offices, even stationery with their full knowledge and consent.
Where was the university "Conflict of Interest Officer" while all this was going on?? Oh yeah, that's right, she's married to Gollin, so as usual she was just doing her "Tommy" act (deaf, dumb, blind). They need to hire a Conflict of Interest Officer Officer to explain to the Conflict of Interest Officer how it's supposed to work.
Now the horse is down the road 40 miles you can bet somebody there decided it might be time to shut the barn door. And since the easiest thing would be to just tell Gollum to STFU, that's probably exactly what happened. Too little, too late.
