The fonts on the document look laser printer generated in particular the bottom it is using like Times New Roman fonts and other places clearly have WYSIWYG fonts if you notice the spacing and proportions. Document templates did not look like that back in 1961 and that clean with the fonts.
The perforations on the fold do not look realistic either as where the folds meet after 50yrs would be more worn, yellow and actually be slight holes where the pages folded.
99.9% sure that is a fake document.
