A dog (cat, bear, baboon, whatever ) who feels enough empathy for a neglected toddler to adopt and raise him shows a deep lesson in 'values'.
We can be sure the animal did his/her best to raise the toddler.
Cases are not unknown: a duck raised by dogs thinks it's a dog, runs after cats and tries to bark.
The parents of children in such neglect should have their filthy gonads surgically removed.

I read of a similar case (that included severe beatings, too ) in New York: a foster family of hippie legal professionals abused 2 foster girls under 5 I think; both died and were found covered in filth.
