I've never head the term case lip lock. It might have something to do with casing extraction difficulties. I've seen rifles bunged up tight by overloads and taking the boots to it wouldn't eject the empty. Doesn't wake you up as much as having a round cook off but annoying.
The Rim thing. They are talking about the back end of the round. Some casings have protruding rims a la 30-30 or 303 and others are rimless, having a groove that the extractor hooks in a la 308 or 30-06. In converting a rimmed casing to a rimless one could machine off the rim and cut an extractor groove but unless the case was designed with extra brass it could bulge on firing and potentially jam in the barrel.
