Because we know 'the State' is smoke & mirrors to mean something funded by our taxes...and given that welfare hogs, minorities on the dole & other 'special' groups are unlikely to start funding big brother tomorrow, we know who's left.
So either they with savings flushed down the toilet by expert investment advisers, taxes or preferably both.
Boy...thank god the good guys won WWII.
