That statement is repeated five times, so presumably that is one rejection for each of the five named defendants. My guess is that Okpala, who is a party to the action, submitted his own declaration of due diligence for the attempted personal service, which normally would not be appropriate. You need a process server, sheriff or some third party to sign off on the attempted service. Again, you have to give Okpala credit for keeping after it, but I fear that at some point his naivete is going to cost him.
