I expect he knows about as much about the acceptability of the various DL schools. How often they have pontificated giving their long winded reasons why something is useless but are never able to prove it.

He has a consolation prize. He was a doctoral student at Loyola in Chicago and ended up with an M.A. He can't really be as dumb as he seems.

It's often hard to tell where evil begins and stupidity stops. Your average person working very hard can do and say some very dumb things.
