Considering that AC has been adjudged a civil rights violator, doesn't the State of Oregon have a duty to warn everyone he comes into contact with about his known dangerous propensities?

I think ODA should be required to put a disclaimer on all their public documents, and Contreras should have to put it on his business cards.

It seems only fair!

If innocent Oregon taxpayers--who are guilty of nothing more than trying to get an education and get ahead--are required to make disclosures, then surely biased government employees who violate people's civil rights should as well.

Public Entity Liability for Retention of Dangerous Employees
