Since when is this person competent enough to post on issues relating to Teaching English as a Second/Foreign Language or on translation matters?
Am I correct in understanding that (if it is the "same" Levicoff) that he is a former degree mill operator? Or just a self-styles "expert"?

Assuming the edits are deleted vulgarities, that does seem like his style.
Don't believe Levijerkoff operated any mills, just conned his way through several low quality degree programs, getting academic credit for playing his guitar and queering off (maybe not at the same time).
Of course this all makes him an "expert" in anything he decides it does, just like Gollum and the other gayboy porn front turds. The only subject he's competent in is Comparative Jizz Flavor Analysis.
