Politicians and corporate managers lie about their credentials all the time. A lot of people do. It's not a "white collar crime" like Ezell likes to state, it's a non-crime.
There's no law which says that one cannot lie about the credentials they hold. "Misrepresenting educational background" isn't a crime. There's no law on the books which says that it is. People of all positions of power have been lying about their credentials for hundreds of years. Thousands of people in the United States do it every day.
Do you see any of them going to jail? Has anyone in the United States gone to jail for misrepresenting their credentials? Fired or dismissed on moral grounds, sure, but have you ever seen anyone go to jail over it? If it were a criminal matter, people would be going to prison left and right. Since we don't see anyone being locked up, it's not a crime.
People have a hard time distinguishing between unethical and illegal.
Is it unethical for a mayor to misrepresent her credentials? Sure. But there's nothing criminal about it. Oregon likes to play tough and pretend that it is, but it really isn't.

In Oregon it's specifically illegal to make false representations on an election affidavit. See
ORS 260.715(1).
Also,
fraud is a crime most places. Send that bogus resume or job app in the mail and it becomes a potential federal offense as well.
Just because people are rarely prosecuted for such relative trivialities doesn't mean that it's not a potential criminal offense. Considering how easy it is to verify a degree, it's really stupid to ever lie about having a degree when you don't.
Under the circumstances, I can definitely see this lady doing some time.
