Unless one of those listed is run by a woman and does something to piss off Gollum (say, get his little website shut down), it's a safe bet he won't bother.
Just out of curiosity I took a look at the first one on the list, instantdegrees, and found some interesting stuff. They claim their alleged degrees are "100% legal." If you follow the links around you eventually get to the reason why they make that claim.

If this is what they are relying on for the claim of "100% legal" they seem to be on shaky ground. An Apostiille is not much different from a common notary seal. The notary is not attesting to the correctness of the content of the document, just that the signatures are real. You can type up a document with any crazy thing in it, like you have more money than Bill Gates, sign it in front of a notary, then claim you have a notarized document that states you have more money than Bill Gates. It's true that you have the document, it's not true that you have the money. Same with this Apostille thing. It verifies that it is a true document, rather than something you cooked up on your laser printer, but does not verify the merit of the content. A true document from a fake school is still worthless.
I thought this was kind of funny in their FAQs:

Assuming the people who wrote it wanted the home field advantage in the event of litigation, this seems like the place to start looking for them (although I haven't done any further research). But this also might explain why Gollum and his friends don't pursue these kinds of culprits. He knew the SRU crew was domestic, where the US courts would have jurisdiction. He either hasn't figured out where these guys really are located, or knows they are located outside US jurisdiction.
I also thought it was interesting that their TOS document states:

So if Gollum signed off on a similar doc for Belford, claiming he had the experience to be a thoracic surgeon when in fact he didn't, wouldn't he owe them $100,000?
That seems to be the main problem with all these "sting" operations, in that it's difficult to fix blame when somebody with fake credentials buys a fake degree based on those credentials. Submitting a fake claim for tax refund usually lands the person submitting it in jail, not the IRS for paying off on it.
The other problem is that most health or safety occupations are highly regulated and licensed. Simply having a fake degree in your possession does not entitle someone to legally practice. People without proper licenses who practice are already violating the law.
And as has been mentioned here before, for every one nitwit with a fake degree who practices medicine illegally and kills someone, there are hundreds of nitwits with real degrees practicing medicine legally who kill thousands every day. We don't see Gollum complaining about that either.
