Here's the latest from the register of actions:

Not a good sign. Come on, Okpala, you can't blame this one on the clerk. You can beat these idiots, but you need to get your stuff together.

I just spoke to Dr. Okpala and he told me that he is yet to receive a letter from the court stating why this application to serve by publication was again rejected. Dr. Okpala went ahead to tell me that his guess is that perhaps the court wants $20 fee per application to serve each defendant by publication. Remember the second time it was filed, this $20 was paid but not on each application for each defendant. Like I have just said, no worries, if not today, tomorrow this paperwork will get through to the court.

The University remains grateful to those that have provided contacts information of some of its defendants and will use it to serve those defendants assuming this application for publication poses some unnecessary delay. Is there anyone that happens to have contact information of Steve Levicoff and Johann to enable the University serve them?

This case is ending in favor of Charisma University because the University has sufficient evidence to win this case. All those that have posted against Charisma University are now realizing their mistakes and feeling sorry for what they have done against a recognized institution like Charisma University. I think this is not the time to feel sorry because it is too late, they will have to face it in the court. The University is determined to bring justice in this matter.

Is there anyone that happens to have contact information of Steve Levicoff and Johann to enable the University serve them?

Levicoff claims to be an itinerant truck driver, which, if true, might make him difficult to serve personally.

However, public records still list him as "owner" of the INSTITUTE ON RELIGION AND LAW in Plymouth Meeting, PA. So you should be able to get a proper sub-service on him there. Whether a California court is going to find it has jurisdiction is another issue.



Johann is hiding in Canada. That's why scumbags like Gollin get him to do their dirty work for them, since (he thinks) he is safe from process in US courts. Subpoena Gollin's email records and discover the substance of all their conversations. I'd bet you would find Gollin putting Johann up to all sorts of things, so Gollin can circumvent the STFU order he got from his bosses.

Since Gollin claims he is committing his nefarious activities in the name of the taxpayers of Illinois, such a conspiracy would allow you to add a nice deep-pocket defendant to your case. File a claim against Gollin and the State of Illinois, and when the state denies it (as they surely will) you can add them as a couple of your Doe defendants.

But seriously, Surprises, if you need us to track down your defendants for you that might be a sign that you are operating a bush league project. There are private detectives who make their living doing this very thing who can knock this out for you in short order. You don't want to be sitting at a status conference trying to explain to the judge why none of your defendants have been served because you can't find them and can't figure out how to get an order to serve them by publication.

Looking at the register of actions, it looks like on September 5, 2014, Okpala filed three applications for publication of summons, and on September 12, 2014, all three of them were rejected by the clerk for lack of signature.

It's good that Okpala is trying to move his case forward, but another indication that he is befuddled by the complexity of the system. Signing docs seems kind of fundamental, so if he's having trouble with that he's really going to have problems down the line if and when the paper blizzard starts.

That statement is repeated five times, so presumably that is one rejection for each of the five named defendants. My guess is that Okpala, who is a party to the action, submitted his own declaration of due diligence for the attempted personal service, which normally would not be appropriate. You need a process server, sheriff or some third party to sign off on the attempted service. Again, you have to give Okpala credit for keeping after it, but I fear that at some point his naivete is going to cost him.

If Okpala is having trouble with the concept of signing docs he's probably a little behind the curve on the concept of googling stuff you don't know. Here's a little help for him on serving his California defendants:

Note that out of state defendants can be served by registered mail, although as often as Goose gets sued I doubt he would fall for that. Even Doogle wouldn't be dumb enough to sign for a registered letter....would he?

From what I gathered from Dr. Okpala, the signing of the docs is not from him but for the court to approve him to serve them by publication. The forms were completed and signed by Charisma but the court won't sign their part as of yet because they want Dr. Okpala to attempt more in locating those defendants before filing for request to serve for publication. "(ORDER NOT SIGNED)" means that the court has not signed it yet to serve by publication and NOT that Dr. Okpala forgot to sign it. Charisma is considering serving those defendants in person. This could take some time as those defendants have decided not to release their contacts information. Maybe Charisma can begin using the contacts provided in this forum. Thanks to you all again.

The court register shows a Case Management Conference scheduled for 10/08/2014. I wonder what progress Okpala has made getting his defendants in Florida and Virginia served? I don't see any Answers, Demurrers or Defaults on file, so I suspect the answer is none. I would expect an OSC re Dismissal to be coming down the pike shortly.

Ramos, don't worry about the last case hearing. Charisma has decided to pursue this in a more effective manner that will be so simple to serve the defendants. Charisma will attend the next hearing date in November but will not guarantee whether this case will be dismissed or not. If dismissed, a new lawsuit will be in place but this time in a more effective manner. Remember, Charisma has vowed not to rest until justice is served in this matter. Thanks all for your follow up.

Maybe not, but he would be dumb enough to answer the front door when a process server is knocking! Then he tried to slam it before he could get personally served...too late!
