The "you" in this case is the learner, two core faculty, two adjunct faculty, two peers (current students and/or graduates), and the dean's office. It wasn't as if the learner was on his/her own to do what he/she wanted. Many layers of review existed before a degree program would be allowed to launch.
There was a time when Union awarded the degree in the stated discipline. In the early 1990's, however, they limited themselves to two degrees: one in Interdisciplinary Arts and Sciences (where a concentration and a specialization are declared), and one in Psychology. A few years ago, they were forced to declare concentrations in just a few areas supportable by core faculty. (The original model relied heavily on the adjuncts' experience and academic backgrounds.)
The first and second situations were quite similar, except that transcripting was required under the second. The third and current situation is no longer learner-centered; the university determines the limited number of concentrations and the competencies necessary to fulfill them.
