it means that more than 2/3 of revenue come from the gravy train of public money? 2/3? Are these the people championing "independence in education" and "keeping the state out of sight"?
What a bluff...
Irrespective of "degree milling" allegations, because i know of state universities where -if not "pressured" by authorities- teachers end up raising grades of "certain categories" (E.G African students, pot-smokers & suchlike ), only to avoid likely harassment as deservedly low or failing grades get routinely into appeal with a string of accusations (sexism, racism, whatever ).
I personally witnessed a case of blatant plagiarism being busted; the marker referred it to the professor in my presence; the marker ( an arab man! ) wanted the student to fail the course, but the professor told him to hold on...they ended up raising the matter with the you-know-who student very gently, and suggesting that perchance he might have omitted a footnote or two...you know, these weird word-processors...
