MOST UNIVERSITIES ON THIS PLANET OFFER PLAR/EXPERIENCE/PORTFOLIO OPTIONS TO GET A DEGREE. BUT IT IS NOT JUST "MAIL-IN A QUESTIONNAIRE & GET A DEGREE FOR $300" THING. AND COURSES IN RESIDENCE ARE REQUIRED ( 30 TO 40%+ OF TOTAL ).
So claiming no "traditional" university offers PLAR provisions, and that we need some dodgy basement operation by African guys from Malawi who are "exploiting a loophole" in the French law (and hurry to send those $300 before midnight or the deal will expire! How many times have we heard THIS one?
