From what I gathered from Dr. Okpala, the signing of the docs is not from him but for the court to approve him to serve them by publication. The forms were completed and signed by Charisma but the court won't sign their part as of yet because they want Dr. Okpala to attempt more in locating those defendants before filing for request to serve for publication. "(ORDER NOT SIGNED)" means that the court has not signed it yet to serve by publication and NOT that Dr. Okpala forgot to sign it. Charisma is considering serving those defendants in person. This could take some time as those defendants have decided not to release their contacts information. Maybe Charisma can begin using the contacts provided in this forum. Thanks to you all again.
