It looks like the court has twice rejected his application to have the summons published. These are the kinds of problems in pro per plaintiffs run into when dealing with the convoluted "justice" system. You get all the justice you can afford, so if you can't afford to pay lawyers who either know what they are doing or know the judge you usually won't get any.
